You bring up a great point and I completely agree with your comment on the evidence of change indicating success.  

As the organization shifts, there are always people who decide they are better off in a different environment.  Part of the advantage of conscious culture change is that it causes people to self select where they want to be.  If leaders build the culture they decide on, then the right people opt in and out.  If they just let it evolve, sometimes the ones who leave are the ones we most depend on to reach our goals.
